Description: This system was originally built by the Wood Duck Chapter of Trout Unlimited but was deeded to the PA Game Commission, along with 5 other Cold Stream passive treatment systems, when the Wood Duck Chapter dissolved in 2014. In 2019, the Moshannon Creek Watershed Association (MCWA) formed, and as part of its mission entered into a Cooperative Agreement in 2020 with the PA Game Commission to assume operation and maintenance activities on this system, as well as the other Cold Stream systems. Chiller is the largest of the Cold Stream systems with the original design consisting of a VFP with siphon flushing, but has failed overtime with media being plugged with solids. The system has been monitored over the past several years by the MCWA to build a body of up-to-date data to inform redesign and rebuild.
